HIV AIDS Philippines – young males predominate, men having sex with men main cause

HIV/AIDS infection in the Philippines might be low but growing. The estimated incidence of HIV/AIDS in the country remains under 0.1% of the total population in 2015. The Philippines has one of the lowest rates of infection, yet has one of the fastest growing number of cases worldwide. The Philippines is one of seven countries with growth in number of cases of over 25%, from 2001 to 2009.

Cases are concentrated among men who have sex with men. HIV cases among men having sex with men multiplied over 10 times since 2010. HIV cases are getting younger.

The first case of HIV infection in the Philippines was reported in January 1984.

MANILA, Philippines — At least a hundred more people have been tested positive for HIV or human immunodeficiency virus, which they acquired through paid sex, the Department of Health (DOH) reported over the weekend.

Data from the HIV/AIDS Registry of the Philippines showed there were 114 new HIV infections recorded in April as a result of “transactional sex.”

Of the figure, 98 percent or 112 of those who acquired the virus due to paid sex were males aged 17 to 62 years old.

All of the 52 cases of those who paid for sex and acquired HIV were males.

The DOH said 42 of those who accepted payment for sex were males and only one was female.

According to the DOH report, transactional sex accounted for 14 percent of the newly diagnosed cases in April.

People who engage in transactional sex are those who pay for sex, regularly accept payment for sex, or do both.

From January to April, there were 529 cases of people who acquired HIV after engaging in transactional sex.

The new cases brought to 6,596 the total number of people who tested positive for HIV after engaging in paid sex since December 2012.

Last week, the DOH issued the implementing rules and regulations of the new HIV and AIDS Policy Act, which is meant to effectively address the growing HIV epidemic in the country.

The DOH said 36 new HIV infections are recorded daily. Most of the cases belong to 15 to 24 age bracket.

 

PATAY: Second Robbery with Rape Suspect Shot Dead

Alfie “Buddy” Turado was shot dead while under police custody. Turado was nabbed by his neighbors then turned over to the police. He admitted to having been part of the robbery but claimed that he did not participate in the rapes of two female van passengers. Wilfredo Lorenzo was previously captured by the police and identified by the victims. Two additional victims have also surfaced and have implicated both Lorenzo and Turado.

Deaths of suspects under police custody are fairly common occurrences. The usual reasons are “the suspect was able to run away” or “the suspect grabbed the gun of a policeman”.

Mayor Rodrigo Duterte is scheduled to be proclaimed as the next President of the Philippines on June 30, 2016. He campaigned on the issues of criminality, drugs and corruption. ABS-CBN Broadcasting Corp. is in a bind after failing to have its legislative franchise approved before the 16th Congress closed shop on June 6.

The Philippines’ largest radio-TV network is now looking down a more difficult road to getting a new, 25-year congressional franchise from the 17th Congress, especially in the face of its spat with President-elect Rodrigo Duterte.

Duterte and his supporters are unhappy about ABS-CBN’s attacks against him during the campaign season.

Two bills were introduced in the 16th Congress for the renewal of ABS-CBN’s franchise granted in March 1995: one by Isabela Rep. Giorgidi Aggabao, filed in September 2014, and another by Baguio Rep. Nicasio M. Aliping Jr., filed in December of the same year.

The bills would renew ABS-CBN’s right to operate TV and radio broadcasting stations in the Philippines through microwave, satellite or whatever means, including the use of new technologies in television and radio systems.

The Inquirer contacted several ABS-CBN executives for comment, but the Lopez-owned broadcast network declined to comment for now.

ABS-CBN’s 25-year franchise expires on March 30, 2020.

A member of the House legislative franchise committee, who declined to be named for lack of authority to speak for the panel, said ABS-CBN had sought the renewal six years before the expiration of its franchise because it didn’t want to risk having to go through the process under an unfriendly administration.

The committee chair, Marikina Rep. Marcelino Teodoro, did not reply to the Inquirer’s calls or text messages seeking comment.

Strong opposition

The House member said ABS-CBN’s application for renewal of franchise faced strong opposition from cable operators, who had demanded a public hearing.

The same source said ABS-CBN’s franchise also lacked support from President Aquino’s allies in the House.

The source said Mr. Aquino’s allies felt the criticisms against the President were too personal and offensive and went to the point of nitpicking.

Without the franchise committee’s approval, ABS-CBN’s application for renewal could not be tackled in the plenary.

In contrast, another broadcasting company had smooth sailing when it applied for the renewal of its franchise. Aliw Broadcasting Corp., a radio station owned by the late businessman Antonio L. Cabangon Chua, got a 25-year extension in 2015, or two years before the expiration of its franchise.

President Aquino signed Republic Act No. 10790 extending the franchise of Aliw Broadcasting Corp. from April 13, 2017, to April 13, 2042.

Negative TV ads

The House member said ABS-CBN was likely to have a tougher time getting an extension, especially with Duterte not hiding his displeasure at ABS-CBN’s airing a negative TV campaign ad against him that was paid for by Sen. Antonio Trillanes IV.

The ad used children as talking heads in reacting negatively to video clips of Duterte cursing Pope Francis and his joke about the gang rape and murder of an Australian missionary during a prison riot in Davao City in 1989.

The Davao City mayor’s foul language caused controversies during the three-month campaign.

The video on YouTube that went viral showed Duterte saying how beautiful the missionary was and then joking that he should have been the first to rape her.

“They went ahead of the mayor. Kill them all,” Duterte recalled saying during the prison riot.

The Australian missionary was later killed by the prisoners.

Duterte also drew the ire of the Catholic Church after he called the Pope a “son of a bitch,” blaming the Pontiff for the traffic jams in Manila during his visit to the Philippines in January last year.

The firestorm generated by his profanity-laced speeches prompted Duterte to tone down his rhetoric.

‘Control my mouth’

In his first TV appearance after winning the May 9 presidential election, Duterte promised that he would no longer talk trash.

“I need to control my mouth. I cannot always be rude because I will be representing our country,” Duterte said.

“If you are the President of the country, you need to be prim and proper, almost holy,” he added.

Duterte won the election by a landslide and he is expected to have a supermajority in both the House and the Senate in the 17th Congress.

DUTERTE: Mainstream Media – Outside the Kulambo

With President-elect Davao City Mayor Rodrigo Duterte subjected to “intensive grilling”  by media outlets, Digong has called it quits and declared he would no longer be available for interviews. This came about during the presentation of his incoming cabinet where an open forum turned “unpresidential” with Digong displaying his vintage gutter language. The main event was when he cat-called or whistled at a female reporter. Women’s rights activists took him to task as this latest incident was only a few weeks removed from his infamous rape joke. Together with his November 30, 2015 Pope cussing, the three incidents have poured gasoline to the fire of hatred directed at the non-traditional politician who captured the hearts and minds of the Filipino electorate with his crusade against drugs, crime and corruption.

The second press conference had more of the same as reporters ganged up on him again to elicit some semblance of remorse or a formal apology. Digong came out fighting in trying to talk himself out of an obviously politically incorrect situation. Attempting to hair split whether the whistling was a form of sexual harassment or not, even Duterte supporters thought the situation would have subsided if only Digong had humbled himself before the clearly hostile interviewers. Local and international news organizations raised the issue of a MEDIA BOYCOTT perhaps to brow beat the incoming President into submission. Duterte was NOT to be INTIMIDATED and turned the tables on mass media by refusing to do interviews (up to the end of his term, he says). President Duterte says he would just make use of the government media outlets specifically PTV-4  to communicate with his constituents.

So as the situation on the ground stands, the media practitioners are located OUTSIDE of the DPWH Building in Davao that is now being used as the official venue of the Presidential transition team. As an ultimate insult to the mighty radio, TV and printed newspaper outfits, they now have to rely on social media posts (specifically Facebook and Instagram) to keep track of the comings and goings in the meeting place. Trillanes NAKURYENTE ni Duterte sa PHP 211 Million Bank Account

Sa press conference ni presumptive President Davao City Mayor Rodrigo Duterte na ginanap mismo sa kanyang siyudad, ikinuwento ni Digong kung papaano nya pinaikotikot ang istorya ng sinasabing PHP 211 MILLION na ibinulgar ni Senator Sonny Trillanes. Sinabi ni Mayor Duterte na totoong may peso bank account sha sa Bank of the Philippine Islands kagaya ng ipinagsisigawan ng Senador (na dati nang nagamit sa expose laban kay VP Binay na tumakbo din sa pagkapangulo). Ang sabi ng kunwaring kinakabahang alkalde ay “slightly less than PHP 211 MILLION” lang ang pera sa naturang account. Miting De Avance – Duterte 700,000 Mar 30,000

Duterte got an estimated crowd of 700,00o supporters to 1,300,000 people in his Miting De Avance held in Luneta. Mar Roxas had 20,000 to 30,000 participants in his rally in the Quezon Memorial Circle. Binay had 10,000 people in his event held in Makati while Poe had 5,000 people in Plaza Miranda. Santiago had 400 guests in her activity in their West Tiangle office in Quezon City. Aside from the massive mobilization of the Duterte forces, the rest of the presidential candidates could not mount credible numbers proportional to their poll survey results. The number of participants in the culminating rallies could be an early indication of a possible Duterte landslide considering that both President Aquino and his anointed one, Mar Roxas, made last-minute calls to the other candidates (Poe, Binay and Santiago) to form an alliance against the front runner Davao City Mayor Rodrigo Duterte. Nothing followed the so-called unity call (which would have entailed Poe and/or Binay and/or Santiago withdrawing from the president race in favor of the Aquino Administration candidate Mar).

Several barangay officials allied with Bando Osmeña Pundok Kauswagan (BOPK) have come out to support Rodrigo Duterte’s presidential bid instead of Mar Roxas’s.

However, they will continue to support BOPK chief and mayoral candidate Tomas Osmeña.

BOPK, as a group, is supporting Liberal Party (LP) standard-bearer Roxas. It has been an LP ally since 2010.

Movers of the “Let’s DO (Duterte-Osmeña) It” campaign are Tejero Barangay Captain Jessielou Cadungog, Tejero Barangay Councilor Ian Arago and Buhisan Barangay Captain Greman Barete.

Cadungog said that other members of the group are Capitol Site Barangay Captain Manuel Guanzon, Pahina Central Barangay Captain Carlo Yap, Hipodromo Barangay Captain Petronilo Fat and former Tinago barangay captain Domingo Lopez.

BOPK has 10 of the 80 barangay captains in the city on its side.

Let’s DO It campaign is also supported by some 60 businessmen, said Boyek Galang, owner of Arbee’s Bakeshop.

Galang, Cadungog and Arago held a press conference yesterday to announce the shift of support by BOPK barangay captains.

Cadungog said Osmeña didn’t know about the shift of presidential support of the BOPK barangay captains and some officials.

Cadungog said a Duterte presidency and an Osmeña mayorship would be a better synergy than if it were Roxas-Osmeña.

Ang amo lang naglantaw lang mi sa liderato nilang duha,” Cadungog said.

Aside from their brand of leadership, five other reasons prompted them to go for DO.

They said Duterte and Osmeña have a good record in fighting criminality, they have spurred economic development in their cities and they have no record of graft and corruption.

Both are frank, honest, straightforward and transparent and that drug lords dread them both.

Sought for comment, Osmeña said he will continue to campaign for Roxas in Cebu City.

“But Duterte has plenty of sympathy from the people. I personally like the guy but Mar is better. Duterte is better in peace and order. As far as I am concerned, I am all for Mar,” he said.

Osmeña said the move of the barangay officials will hurt Roxas’s campaign in Cebu City.

“I tried to convince them (to support Roxas) but I don’t force them,” he said.

The Let’s DO It campaign materials bearing the names of Duterte and Osmeña started to surface in Cebu during the second presidential debate held in Cebu City last month.

Explaining the junking of Roxas, Arago said their support for Duterte and Osmeña was a personal choice.

“We are not here as a political party. Ang amoa ra gyud ang systema ni Mayor Tom ug Mayor Duterte nga gwapo kaayo ang ilang tandem. Ang amoa ra gyud ang klaro nga pagduma sa pang-gobyerno ug nakita namo na nilang duha (We find a Duterte-Osmeña tandem a good one. We only want clear governance and we see that Duterte and Osmeña can provide us with that.),” he said.
