Administration Samar group will dump Mar Roxas again in 2016. As they did in 2010 with a NoyBi call. The Palace Samar Group (Executive Secretary Ochoa, Communications Secretary Coloma, Maria Montelibano, Boy Montelibano, Peping Cojuangco, Tingting Cojuangco, Pastor Boy Saycon, Butz Aquino, Tessie Oreta, Mikee Cojuangco, Eddie Roces, Speaker Feliciano Belmonte and Senator Chiz Escudero) is again weighing the option of supporting a non-Liberal Party candidate (this time for President). Senator Grace Poe, Vice President Binay and Davao Mayor Duterte may shatter the Administration Coalition, Liberal Party, Nationalista Party and the NPC.

In 2010 the reason the Samar group stabbed then Senator Mar in the back was mainly for personal reasons (most Samar group members are not “comfortable” with Secretary Mar). Come 2016, Mar Roxas has not endeared himself to the 2010 conspirators and in a repeat of history, the same gang of plotters are again giving a thumbs down to the P-Noy Anointed One. It does not help the cause of Mar Roxas to be tied for the fourth and fifth places (with former President Estrada) in the surveys. It also helps the Samar group to justify abandoning Secretary Roxas on the basis of poor ability to win.

Should Senator Grace Poe run for President against DILG Secretary Mar Roxas and Vice President Jejomar Binay, the Liberal Party-based Administration Coalition would shatter to at least two major blocs. Survey tail-ender (among the top 4 possible candidates, the others being Senator Poe, Vice President Binay and Davao Mayor Duterte who has not yet formally announced his plan to run for President) former Senator now Secretary Mar Roxas would have the MOST TO LOSE since he and Senator Poe, front-runner in the surveys, come from the same Administration Coalition. The choice among Administration Coalition (LP, NP and NPC) politicians would be between the 2010 losing vice presidential candidate (Roxas) and the 2013 Senatorial elections topnotcher (Poe). Idealism (Roxas backers think he is best for the job to succeed President Aquino) versus pragmatism (Poe backers are sure she has much better chances to win the 2016 Presidential race in comparison to survey-lagging Roxas) would would thus divide the Administration Coalition and the Liberal Party.

The Nationalista Party has not yet decided to field candidates in the Presidential and Vice-Presidential contests so it is still a waiting game for them. NP Senator Alan Peter Cayetano may run for Vice President under the Administration Coalition while NP Senator Bong Bong Marcos may run for Vice President under either Vice President Binay or Mayor Duterte. NP Senator Sonny Trillanes has also previously announced plans to run for Vice President.

The Nationalist People’s Coalition has the best chances of remaining intact as a political party because of its time-tested formula of allowing all of their members to individually decide where their greatest chances of electoral victory would be. Some can choose to run under LP tickets while others can run under the major opposition group of UNA under Vice President Binay. After the elections, the NPC members would again group together and decide whether to join the next administration or side with the opposition.

Vice President Binay is closely monitoring the Administration Coalition developments because in a 3 or 4 horse race for the Presidency, he has the best chances of a 2016 Presidential election victory. The only situation that

should cause him major headaches would be if Senator Grace Poe decides to slide down to the Vice Presidential derby with Mar Roxas as her Presidential standard bearer.

In 2010, supporters of then Presidential candidate Noynoy Aquino dumped, junked and otherwise kicked then Vice-Presidential candidate Mar Roxas. Both candidates ran under the Liberal Party. The anti-Mar faction was called the Samar group, named after the street in Quezon City where the plotters held court. Organizations such as the Noynoy Aquino for President Movement also actively campaigned for a Noynoy Aquino – Jejomar Binay (called the Noy-Bi) tandem. Senator Chiz Escudero was the main spokesperson of the group with many others secretly supporting candidate Binay with their names only being revealed to the public AFTER then Makati  Mayor Jejomar Binay won the Vice-Presidency.

Prominent Samar group members are Executive Secretary Paquito Ochoa Jr. and Communications Secretary Herminio Coloma Jr. Among the relatives of President Aquino, maternal uncle Peping Cojuangco, aunt TingTing Cojuanco, paternal uncle Butz Aquino and the Presidential sisters campaigned for then candidate Binay.

Pastor “Boy” Saycon, Boy and Maria Montelibano, Eddie Roces (son of the Chino Roces), the late Billy Esposo and Mikee Cojuangco campaigned for Jojo Binay.

As the 2016 Presidential elections start to heat up, the same Samar group and NAPM personalities that betrayed Mar Roxas in 2010 are poised for a REPEAT stab in the back situation. To date, the Presidential sisters have openly stated that they (with the possible exception of tv celebrity Kris) may not be in a position to support Vice President Binay this time around. Adding to a possible scenario too is the much-awaited entry of Senator Grace Poe and Davao Mayor Rodrigo Duterte in the Presidential derby. Needless to say, Binay, Poe and Duterte would certainly draw Administration allies AWAY from the Liberal Party standard-bearer, former Senator, now DILG Secretary Mar Roxas.

Senator Juan Ponce Enrile, currently in jail (hospital arrest) and charged with PLUNDER in connection with the Janet Lim Napoles PHP 10 BILLION Pork Barrel Fund Scam is all set to be released on BAIL. Fondly called JPE, Senator Enrile filled a petition with the Supreme Court pleading that the evidence against him is weak, thus he is entitled to post bail and be provisionally released while his trial continues. JPE, can therefore go back to his work in the Senate. As the Presidential elections of 2016 start to heat up, Senator Enrile is in the triumvirate (together with former President Joseph Estrada and current Vice President Jejomar Binay) that leads the opposition party, United Nationalist Alliance. Two other senators are also charged with PLUNDER, Senator Bong Revilla and Senator Jinggoy Estrada. All three have their cases in different divisions of the Sandiganbayan which means that each senator adopts different defense strategies. A favorable Supreme Court ruling on the case of Senator Enrile will naturally encourage the two other senators to attempt to go out on bail on the basis of a previous Enrile ruling. In the cases of Senator Enrile and Senator Jinggoy Estrada, there is no DIRECT evidence pointing to the two as their subordinates have been pointed to as the recipients of dirty money (kickbacks and commissions) from Napoles. Senator Revilla, on the other hand, personally received money from Napoles, according to whistleblower and prosecution witness Ben Hur Luy.

President Aquino finally anointed DILG Secretary Mar Roxas to be the Liberal Party standard bearer for the 2016 Presidential elections. The announcement ended speculations of the Administration coalition drafting the survey front-runner Senator Grace Poe to challenge Vice President Jejomar Binay. Senator Poe has yet to announce her own political plans for 2016. Her options are to run against both Binay and Roxas for President, to run for Vice-President under the Liberal Party or another accredited political party (Nationalista Party, NPC, etc.) or sit it out in 2016 as she still has three years in her six-year term (she topped the senatorial race in 2013). Former Senator Mar Roxas is currently tied in Presidential surveys for fourth and fifth places with former President Erap Estrada. Senator Poe is in number one position, Vice President Binay is in number two while Davao Mayor Rodrigo Duterte is in number three. Mayor Estrada and Mayor Duterte both have not yet decided with finality on

whether to run for higher office or not.

Have you ever wondered why the Palace seems so desperate in fielding Interior Secretary Mar Roxas for the Presidency in 2016 and why pressure is being exerted on Senator Grace Poe to voluntarily run for the Vice-Presidency? President Aquno has discussed the possibility of landing in jail after June 30, 2016 when he steps down from the Presidency. Historically, former President Erap Estrada was convicted and spent years in hospital arrest and luxurious villa arrest. Former President Gloria Macapagal Arroyo is still languishing at the Veterans Memorial Medical Center. In other words, being President of the Philippine Republic is becoming a one-way ticket to JAIL. To date, President Aquino has racked up a number of reasons why his detractors can and will file a multitude of cases against him. There is the matter of BRIBERY in the Supreme Court Chief Justice impeachment trial. At least three senators (Juan Ponce Enrile, Jinggoy Estrada and Bong Revilla), currently in jail, would be the star witnesses against future ex-President Aquino. Then there is the DAP and PDAF pork barrel fund scam mess. Both DAP and PDAF have been declared UNCONSTITUTIONAL by the Supreme Court (both with 13 – 0 decisions) so do not expect the Supreme Court to reverse itself on both unanimous decisions once cases are filed against the current sitting President. The Typhoon Yolanda mishandled rehabilitation and the Mamasapano bungled mission could also provide some fireworks. The MRT 3 mismanagement could produce a number of cases against President Aquino too (in this case, Secretary Roxas may and could also be one of the respondents). With impending cases on the horizon, President Aquino needs a staunch ally to replace him and that is no other than Secretary Mar Roxas. It goes without saying that a sympathetic Secretary of Justice and Ombudsman would go a long way in looking the other way (as is being done today by Justice Secretary De Lima and Ombudsman Morales on the matter of Liberal Party members and Aquino coalition allies involved in DAP, PDAF and other cases of GRAFT and CORRUPTION).

The Liberal Party is hell-bent on fielding Secretary Mar. A separate run for the Presidency by Senator Poe would split both the Liberal Party and the Aquino ruling coalition on the basis of the greater chance of electoral victory by the survey front-runner.
