Members of the Philippine Marines on Monday recovered P79 million in cash and checks from a house that used to be a sniper position of the Maute Group in Marawi City.

A total of P27 million worth of checks and P52 million worth of cash in bundles were discovered in one of the houses in Barangay (village) Mapandi during the clearing operations of some troops of the Marine Battalion Landing Team 7 on Monday.

There will be an investigation as to where the money came from, Ltc. Jo-ar Herrera, spokesperson of the Army’s 1st Infantry Division, said in a press briefing Tuesday.

“We will not speculate here. We will wait for the facts after the investigation,” he said.

The Marawi crisis reached its 15th day on Tuesday and nearly 200 people have been killed and thousands have fled.

But the recovered cash and checks may indicate that the Maute group is on the run.

“The government troops are sustaining… The recovery of cash indicates the Maute is running and the troops are pressing in,” Herrera said.

The gunbattle started with the military’s botched raid against Abu Sayyaf senior leader Isnilon Hapilon but reinforcements from the Maute Group came.

MANILA – (UPDATED) State forces discovered Monday at least P79 million in cash and checks in a house in Marawi City after retaking a stronghold of the Maute fighters they have been battling since last month.

The Philippine Marines first found P52.2 million in cash at a house located near the extremists’ machine gun nest in the Mapandi area.

Of this amount, P52 million was wrapped in plastic bundles while P200,000 was stashed in envelopes.
The troops then found checks worth P27 million in the same house, bringing the total amount of the haul to P79 million.

Authorities said the owner of the house was likely among the 200,000 residents who fled from Marawi after Maute and other bandit groups attacked the city on May 23.

Investigators are now looking into the cash and check’s paper trail to confirm if the money is connected to terrorist operations.

President Duterte earlier said that Maute terrorists are being funded by foreign terror groups and illegal drug money.

The fighting in Marawi has prompted Duterte to place the entire Mindanao island under martial rule.

A presidential spokesman said 120 militants have died in the battle, along with 38 government forces. The authorities have put the civilian death toll at between 20 and 38.

The horrific death toll was revealed by sources at the Philippine Bureau of Fire Protection, who said most died from smoke billowing out of the flaming tables.

According to reports, the man, who is thought to be a white “English speaker”, raced into the Resorts World Manila complex shortly after midnight and fires at TV screens.

As terrified guests began screaming and running for the exits, the gunman pulled out a can of gasoline, poured it over gaming tables and set it ablaze.

He then stuffed his rucksack with £175,000 of casino chips before fleeing in the mayhem.

Philippine police say a gunman who burst into a Manila entertainment complex, firing gunshots and setting a casino ablaze, has taken his own life.

Authorities said the man’s motive was robbery, and that the incident was not terrorism-related.

“We cannot attribute this to terrorism,” National police chief Ronald dela Rosa told local media.

Shortly after midnight, shots and loud bangs rang out at the popular Resorts World Manila complex, which is close to close to Terminal Three of Ninoy Aquino International Airport and an air force base.

Mr dela Rosa said the “foreign looking, Caucasian gunman” burst into the casino, fired shots and set gaming tables alight, sowing panic in a country on high alert after martial law was declared in the south.

“He parked at the second floor and barged into the casino, shooting large TV screens and poured gasoline on a table setting it on fire,” he said.

“We are looking into a robbery angle because he did not hurt any people and went straight to the casino chips storage room.

Smoke was seen billowing from the upper story of the complex’s hotel wing hours after the initial assault as police worked to clear the resort room by room.

Hours later, Metropolitan Manila police chief Oscar Albayalde says the English-speaking suspect was found dead around dawn with his rifle on the fifth floor of the Resorts World Manila complex.

The suspect reportedly took 113 million pesos ($3 million) worth of gambling chips, which were found in a bag he was carrying.

Mr Abayalde said there was no indication of terrorism, and that authorities believe the suspect either lost in the casino and wanted to get his money back, or went “totally nuts”.

Officials said at least 54 people were hurt, some seriously, as they rushed to escape what at first had been feared as a militant attack.

Large numbers of police massed outside as smoke rose from the hotel and shopping complex, which according to its website holds the largest casino resort in the country.

Resorts World Manila said on social media it was in lock down.

Witnesses at the scene reported armed police entering a hotel near the complex, while videos posted earlier on social media showed people fleeing as several loud bangs were heard.

People caught up in panic following the incident were being treated at a nearby hospital for smoke inhalation and fractures, hospital staff said.

The Philippines has been on heightened alert amid a crisis in the south of the country, where troops have been battling Islamist rebels since May 23.

President Rodrigo Duterte declared martial law on the southern island of Mindanao last week.

Philippine National Police (PNP) chief General Ronald “Bato” Dela Rosa on Friday confirmed that the lone gunman behind the attack on Resorts World Manila is dead.

Dela Rosa, who earlier claimed that the gunman was killed after resisting arrest, said that the suspect set himself on fire in one of the rooms at the hotel.

“Patay na siya. Nagsunog siya sa sarili niya sa loob ng hotel, sa Room 510,” Dela Rosa told reporters. “Sunog talaga.” (He’s dead. He burned himself inside the hotel in Room 510. He was burned beyond recognition.)

“Humiga siya sa bed, kinoveran niya sarili niya ng makapal na kumot, and apparently nagbuhos siya ng gasolina sa kumot at nagsindi sa sarili. Sunog siya (He lied in bed, covered himself in a blanket, poured gas on the blanket and set himself on fire. He’s burned),” Dela Rosa added.

Earlier, the police chief said the gunman was a foreigner, a Caucasian who appeared to stand six-foot tall.

He, however, denied reports that the international terror group ISIS was responsible for the attack.

“There is a lone man who entered the second floor of Resorts World Manila. He was carrying an M4 rifle and he burned gambling tables. He did not shoot anyone,” Dela Rosa said in an interview with reporters at the police command center in the hotel complex.

Police are eyeing robbery, not terrorism, as motive behind the shooting for the suspect stole P130 million worth of casino chips.

The still unidentified gunman was seen wearing a bonnet, a gray sweatshirt, and armed with a “baby Armalite”.

Authorities have yet to confirm the gunman’s identity and nationality as he burned himself to death in a Maxims Hotel room.

Police chief Ronald Dela Rosa ruled out terrorism as the motive of the attack as the suspect neither threatened nor harmed civilians.

Islamist militants kill 19 in Marawi — Army

Islamist militants locked in street-to-street battles with security forces in a southern Philippine city have killed 19 civilians, the military said Sunday, bringing the official death toll from nearly a week of fighting to at least 85.

The violence prompted President Rodrigo Duterte to declare martial law on Tuesday across the southern third of the Philippines to quell what he said was a fast-growing threat of militants linked to the Islamic State of Iraq and Syria (ISIS) group.

Authorities said the militants had killed 19 civilians in Marawi, a mostly Muslim-populated city of 200,000 people. These included three women and a child who were found dead near a university.

“These are civilians, women. These terrorists are anti-people. We found their bodies while conducting rescue operations (on Saturday),” regional military spokesman Lieutenant Colonel Jo-ar Herrera told AFP.

An AFP photographer saw another eight bodies by a road in the outskirts of Marawi on Sunday, with local residents identifying them as employees of a rice mill and a medical college. However, a woman said they were employees at her bakery.

Herrera said the military had yet to investigate the reported deaths.

The violence began when dozens of gunmen went on a rampage throughout Marawi after security forces attempted to arrest Isnilon Hapilon, a veteran Filipino militant regarded as the local leader of ISIS.

The gunmen planted black IS flags, took a priest and up to 14 other people hostage from a church, and set fire to buildings.

Thirteen soldiers, two policemen and 51 militants have died in the fighting, according to authorities. This brings the combined official death toll to at least 85.

Most of the city’s residents have fled because of the fighting, which has seen the military heavily bomb residential areas where the militants were believed to be hiding.

The military announced on Saturday, the start of the holy month of Ramadan, that it would intensify the bombing campaign.

“In as much as we would like to avoid collateral damage, these rebels are forcing the hand of government by hiding and holding out inside private homes, government buildings and other facilities,” military spokesman Brigadier-General Restituto Padilla said.

“Their refusal to surrender is holding the city captive. Hence, it is now increasingly becoming necessary to use more surgical airstrikes to clear the city and to bring this rebellion to a quicker end.”

Duterte and military chiefs have said most of the militants belong to the local Maute group, which they estimate has about 260 armed followers and has declared allegiance to IS.

DAVAO CITY, Philippines – The Philippine government on Friday, May 26, said foreigners were among the Maute Group and Abu Sayyaf Group members fighting government troops in Marawi City.

“Malaysian, Indonesians from Singapore and other foreign jihadists,” said Solicitor General Jose Calida in a press conference with Palace officials and the Armed Forces of the Philippines (AFP) in Davao City.

Calida, in explaining why President Rodrigo Duterte had declared martial law over the entire Mindanao island region, said: “What’s happening in Mindanao is no longer a rebellion of Filipino citizens. It has transmogrified into invasion by foreign terrorists who heeded the clarion call of the ISIS to go to the Philippines if they find difficulty in going to Iraq or Syria.”

AFP spokesman Brigadier General Restituto Padilla, who was also at the press conference, confirmed that of the 31 alleged Maute Group members killed in clashes with government troops, 6 had been identified as foreigners.

Martial law was declared over Mindanao on May 23, following what the military said was a surgical strike against Abu Sayyaf Group leader Isnilon Hapilon, who is believed to have pledged allegiance to ISIS.

Critics said the clashes in Marawi did not merit a Mindanao-wide coverage of martial law and that President Rodrigo Duterte is merely using the conflict as basis for imposing tougher measures and silencing dissent.

On May 23, at least 3 fires broke out in Marawi City. Residents have since fled the city as government troops continue to hold clearing operations.

Padilla would only confirm the presence of Indonesian and Malaysian fighters and refused to say how many of each nationality were identified as those killed in Marawi.

The AFP spokesman said the foreign nationals had been residing in the Philippines for “a long time.” “Some have been helping, teaching, aiding, and connecting [local terror groups],” he added.

But no ISIS?

Still, Padilla said that this does not equate to ISIS presence in the country. “Again, on the matter of ISIS the President emphasized that there’s ISIS footprint but that does not confirm the clear presence of ISIS itself yet,” he told media in a chance interview.

But a terrorism expert warned the government against downplaying ISIS presence in the Philippines. The country is now the ISIS’ epicenter in Southeast Asia, Rohan Gunaratna told Rappler.

Members of the Maute Group, while breakaway elements of the Moro Islamic Liberation Front (MILF), “are no longer Mautes” and “are no longer MILF,” Gunaratna explained. “They are IS, because they are operating like IS, and they have changed the name,” he said. “So we have to name them by the group they call themselves.” – Rappler.com

Padilla said at least 31 from the terrorist group have been killed so far, and some of those slain were Malaysians, Singaporeans, and Indonesians, Armed Forces spokesperson Restituto Padilla said.

“There are certain foreign elements aiding these terrorists in skills related to terrorism, primarily bomb-making,” Padilla said in a press briefing.

The government deployed attack helicopters and special forces to drive gunmen out of the besieged southern city.

“Up to this moment operations are ongoing. There are still firefights between our forces and those of the terrorists and the objective of armed forces is to clear the city,” Padilla added.

Padilla said efforts to rescue stranded residents remain, as he assured locals that military was only conducting “surgical air strikes” to avoid civilian deaths and damage to property.

MINDANAO AS ‘CALIPHATE’

Indonesians and Malaysians were among foreign Jihadists fighting the Philippine army in Mindanao island, the solicitor-general claimed, in a rare admission that outsiders were collaborating with domestic Islamist groups.

“Before it was just a local terrorist group. But now they have subscribed to the ideology of ISIS (Islamic State),” Solicitor General Jose Calida told a news conference.

“They want to make Mindanao part of the caliphate,” he claimed.

Calida said the Maute group and Islamic State wanted to create an “ISIS province” in Mindanao and the government was not the only target of their aggression.

“People they consider as infidels, whether Christians or Muslims, are also targets of opportunity,” he said.

“What it worrisome is that the ISIS has radicalized a number of Filipino Muslim youth.”

On Tuesday, President Rodrigo Duterte placed all of Mindanao under martial law after government troops clashed with terrorist group Maute.

Troops were pursuing bandits from Maute group while on a mission to arrest Isnilon Hapilon, the suspected leader of the Islamic State in Southeast Asia, when the terror group took hostages.

US offers $5 million for any information that will lead to Hapilon’s arrest.

In a press briefing earlier, the military said they have also launched ‘precise’ air strikes to go after the remaining 30 to 40 members of the Maute group.

They have also deployed army tanks, special operations forces, as well as attack helicopters, to retake the predominantly Muslim city.

Kadamay, Piston, Bayan, Kabataan and Gabriela gather to show solidarity for Marawi City residents

Civil society groups and vendors in Cagayan de Oro City and in Manila on Wednesday staged a rally to show their support for Marawi City residents.

Martial law was declared by President Rodrigo Duterte after the Maute terrorist group led a siege of Marawi City that resulted to several reported killings and burned buildings.

The groups, including Kadamay, Piston, Bayan, Kabataan, and Vendors’ Association gathered at the Cogon market in Cagayan de Oro to light candles and opposed the declaration of martial law in Mindanao.

A similar activity was held in front of the Minor Basilica of the Black Nazarene in Quiapo, Manila.

The participants also condemned the terrorist group Maute for killing civilians and burning an Aglipayan school and the Marawi City jail. — BAP, GMA News
