Mr. Aquino campaigned on a platform of good government with specific reference to proclamations issued by the outgoing president (GMA) at or about the time of the 2010 elections and the remaining days of her term. Ochoa is in a conflict-of interest situation for not having cancelled the anomalous GMA proclamation that benefited his brother in law.
