Marami ang bilib kay Pangulong Duterte sapagkat napapatino niya ang mga kawani ng pamahalaan. Lingid sa kaniyang kaalaman, isang Presidential Appointee na mismong si Pangulong Duterte ang nagtalaga sa Department of Agrarian Reform, ay nagpamalas ng hindi kanaisnais na pagkilos para sa isang government official. Ilang buwan na ang nakakalipas at hindi pa rin napaparusahan ang Director ng DAR Press and Media Relations Office na tila malakas ang kapit sa nasabing departamento ng pamahalaan.

Kung filing clerk o office secretary siguro ang nakagawa ng pagwawala, paninigaw, pagmumura, panununtok at pagsira ng pagaari ng gobyerno ay mabilis na siguro nabigyan ng katarungan at nalapatan ng kaukulang kaparusahan. Pero dahil Presidential Appointee nga ay TAKOT ang mismong departamento niyang pitikin man lang ang nakagawa ng kahihiyan. Tanging Pangulo lang daw ang makakatanggal sa kaniya sa pwesto NGUNIT hindi naman nagpapadala ng incident report at recommendation for disciplinary action ang DAR sa Malacanang. Sa madaling salita, delaying tactics ang paraan na ginagamit ng DAR at umaasa sila na sa tagal ng panahon ay magkakalimutan na lang.

Diba pinagyayabang ni Tatay Digong na sa Davao mabilis ang aksyon sa mga reklamo. Tatlong araw lang daw ang dapat para sa mga pangkaraniwang suliranin. Eh bakit sa DAR, anim na buwan na hindi pa kumikilos para mabigyan na ng kaparusahan ang nagkasala. Exempted ba ang DAR sa mga utos ng Presidente? Diba ang DAR ay nasa ilalim ng Executive Department na pinamumunuan ng Pangulo?

Mataas ang popularity rating ng ating Pangulo ngunit ang isang ALTER EGO niya ay nagkakalat ng lagim sa pamamaraan ng maling pagkilos na naghahasik ng takot sa mga nasa ilalim niya sa opisina ng DAR. Kung hahayang makalusot ang nagkasala, anong klaseng halimbawa ang pinapakita natin sa buong Departamento, na okay lang ang mambastos at hindi magpakita ng paggalang sa kapwa tao? Ginoong Pangula manawari ay makarating sa inyo itong pangyayaring ito na pilit itinatago at nililihim sa inyo. Gaya ng nga sabi sa DAR, kayo lang po ang may kapangyarihang iatras ang napirmahan ninyong appointment sa tiwaling Director na ito. Dapat FIRED on the SPOT, SUMMARY DISMISSAL from government service and PERPETUAL DISQUALIFICATION to hold public office.

Mr. President – Please look into the ABUSIVE BEHAVIOR, GRAVE COERCION and DESTRUCTION of GOVERNMENT PROPERTY of your Presidential Appointee at the Department of Agrarian Reform main office with the name of Cleon Lester Chavez, Director of the DAR Press and Media Relations Office. Last February 11, 2019, said political appointee lost his temper, shouted at the top of his voice, mouthed bad words, punched a number of times the person he was berating (the person moved back and avoided being hit). The Director then punched the wall leading to his office which produced a hole. The Office of the Secretary of DAR has not released any judgement in this case six months after the dastardly act. The Director has remained unrepentant and unpunished up to this time. Thank you.

CA rejects Gina Lopez as environment secretary

MANILA, Philippines – The Commission on Appointments (CA) on Wednesday, May 3, rejected the ad interim appointment of Environment Secretary Gina Lopez after 3 confirmation hearings.

Rejection of a presidential appointee by the CA is rare in Philippine history. Once rejected by the CA, an appointee cannot be reappointed, unlike when the body bypasses an appointment.

It is also the CA’s second rejection of a Cabinet secretary appointed by President Rodrigo Duterte. The first was former Foreign Secretary Perfecto Yasay Jr.

The back-to-back rejections are unprecedented.

During her first two confirmation hearings in March, lawmakers quizzed the passionate Lopez about her technical knowledge of the job as environment secretary.

This, after her controversial orders in February to close down or suspend mining operations in the country, and to cancel mineral production sharing agreements.

She also required suspended mining companies to give P2 million for every hectare of farmland affected by their activities, but this order she said is “almost moot and academic” because of the stay of execution issued by Executive Secretary Salvador Medialdea.

More recently, Lopez banned “prospective” open-pit mines in the country – a move questioned by the mining industry for excluding quarrying. Taysan, Batangas once it secures a permit from the provincial government.

But despite the controversial issues hurled against Lopez, President Rodrigo Duterte has thrown his support for her until the very end, even reappointing her twice after she was bypassed by the CA.

During Lopez’s last confirmation hearing on Tuesday, May 2, most of the questions were on her standards as environment secretary, and the legal basis of her recent decisions. – Rappler.com
